"Raises all your troops to Veteran if they are not already."—In-game description
Westernization is a technology in Age of Empires III that is unique to the Russians and can be researched at the Church once the Fortress Age is reached and the Reformist Tsar Home City Card has been sent. Once researched, Strelets, Musketeers, Cossacks, and Grenadiers are upgraded to the Veteran level (if they otherwise are not yet). Petrine Reforms is the further upgrade of this technology.
Westernization effectively allows the Russian player to trade 100 wood for saving 800 coin. When using a diverse range of units, it can be useful to research this technology as soon as possible to get the most out of Russian units. It is also required for the further Petrine Reforms all-Guard upgrade.
However, in the Fortress Age a large initial investment of wood may not prove efficient, as the wood is usually better put to use creating Town Centers and military production buildings.
