Thalassocracy is a technology in Age of Empires II HD: Rise of the Rajas that is unique to the Malay and can be researched at the Castle. Once researched, it turns Docks into Harbors, thus making them able to attack.
Strategy
On maps where control of the seas is important, Thalassocracy is an incredibly useful technology, as it helps greatly to secure the shoreline. Harbors are bulkier than regular Docks and are quite effective against ships, which also makes them a great offensive tool. If a Harbor is placed near an enemy Dock, unit production and fishing is extremely hindered. Naturally, Harbors can also help defending the own position on the map against military vessels as well as Transport Ships. As such, Thalassocracy should be researched as soon as possible on water-based maps.

History
Thalassocracy is the term for a state who holds supremacy on the seas. The term was derived from the Greek words thalassa (sea) and kratia (rule).[1] Thanks to Malay Achipelago's abundant resources and strategic location, maritime kingdoms such as Srivijaya began to spring up in this region several centuries ago. Vessels plying the India-China route would stop at their ports to trade and replenish their supplies before continuing their journey to China or India.[2]
