This is easy. you start with 1 war elephant and 8 hoplites, send the elephant plus 3 hoplites to yellow are more than enough to destroy yellow's government centre. While your units start attacking yellow's government centre, move the remaining 5 hoplites to attack red's government centre, this should be enough to get the mission done.
