Sinaloa is a Fortress Age Federal State in Age of Empires III: Definitive Edition, available to the Mexicans. As soon as the player advances to the Fortress Age by choosing Sinaloa, a Privateer appears at the Home City shipment point and the following Home City Cards will be added into the Mexican player's deck:

When playing on a naval map or a map where naval combat is important, Sinaloa is the federal state Mexicans should pick in the Fortress Age. Sinaloa is a good follow-up for Michoacán and should be followed up by Tamaulipas in the Industrial Age. Sinaloa is also a good follow-up for Querétaro, as Arteaga Reforms will make Sinaloa to ship two Privateers instead of one and the Queretaro Haciendas may allow the player to save wood from Houses for more ships. All three Industrial Age revolutions (Texas, California, and Maya) have some naval shipments, so the player should consider revolting. For the Maya revolution, the player may revolt into Yucatán instead of picking Tamaulipas.
Sinaloa's focus is on Privateers, which is a Mercenary ship that does not have a creation limit. For supporting the economy, Sinaloa also provides the Pacific Pearl federal card, which ships Deer and one Fishing Ground.

- TEAM Rendering Plant and Fish Market: Fishing Ships work faster.
- Schooners: Fishing Boats cost -20 wood and train time -30%
- Sawmills, Exotic Hardwods, Solís Shredders (Yucatán), Old Yalain Traditions (Maya) and Jungle Villages(Maya): The player will need wood for the navy. Exotic Hardwoods can be obtained from the base deck or through the Maya revolution.
- Furrier and Spice Trade: Pacific Pearl ships some Deer, so the player may want to gather food from them fast.
- 1 Whale: Ships 1 Humpback Whale.
- TEAM Gulf of Mexico: Reveals the location of enemy ships, fishes, and whales; Ships 1 Dock Wagon.
- TEAM Coastal Defenses: Defensive buildings get +0.8× multiplier against ships.
- Improved Warships: Warships, including Privateers, get +25% hit points and attack.
- European Cannons: Warships, including Privateers, get +15% attack, +2 Line of Sight, and +2 range.
- Admiralty: Armor Plating, Carronade, Percussion Lock, Ship's Howitzers, and Imperial Men-o'-War cost and research time -60%
- Warship shipments: The player may need to increase the navy by shipping more Warships. Texas, California and Maya revolutions have some Warhip shipments, and those can also be obtained from the base deck
- Texas Navy (Texas): Imperial Men-'o-War and Ironclad upgrades are free.
- Nojpetén (Maya): Fishing Boat available at Dock; Fishing Boats cost -70%, but get -70% hit points.
- San Francisco Bay (California): Ships 2 Sloops; Sloops get the Hide ability.
- San Diego Port (California), Tampico Customs (Tamaulipas): Dock technologies are free but take 4.5 times as long to be researched.
- National Servant (Estado de México): All units, including Warships, gain +10% hit points.
- Colegio de San Nicolás (Michoacán): Ships 500 XP; Units (including warships) and buildings get +8 Line of Sight; Sees what enemies can see for 20 seconds.
- Michoacán Fisherman (Michoacán): Ships 2 Dock Wagons; Ships 1 Fishing Boat for every Home City shipment that had been sent before this one.
- Arteaga Reforms (Queretaro): The next Federal State ships twice as much units/resources. If used with Sinaloa, the player will get 2 Privateers. Otherwise, the player may save this for following up with Tamaulipas in order to get 4 Sloops.
