Pennsylvania is a Commerce Age Federal State in Age of Empires III: Definitive Edition, available to the United States. As soon as the player advances to the Commerce Age by choosing Pennsylvania, a Military Wagon appears at the Home City shipment point and the following Home City cards will be added into the U.S. player's deck:

Strategy[]
For players that want a native unit strategy with the United States, Pennsylvania is the federal state they should pick in the Commerce Age. Pennsylvania is also a flexible federal state, as both of its federal cards enable technologies and units that are helpful for economy, buildings, and military. Pennsylvania ships a Military Wagon, which allows the player to perform an early rush.
The Cree Kinship technology enabled by Tammany Festival is what makes this Federal State the best option if going for native units. as it reduces the native warrior and Cree Coureur des Bois train time by 45%. Cree Textile Craftsmanship helps the player to take control of native settlements, as it reduces the cost of buildings by 10% and build time by 25%. This technology also applies to the Wagons trained at the State Capitol and the Forts created by the General, so this technology also helps the player to gain and retain map control.
Tammany Festival actives the Cree alliance for the player, with all the implications, and enables Cree technologies at the Native Embassy. The Cree are a native alliance that allow the player to perform a booming strategy, as it enables them to train five Cree Coureur des Bois, Villagers with better fighting skills which work slightly faster and does not count against the training limit of regular Settlers. With Philadelphia Convention, the player may add to the booming strategy the Pennsylvania Pound technology, which enables a trickle of coin, but should be used with caution early, as it reduces coin-gathering rates for villagers. However, this penalty can be circumvented in some way with coin-gathering shipments like Silversmith or Cigar Roller. Pennsylvania Pound may enable the player to perform an Outlaw or Mercenary strategy due to the coin trickle. Considering this, the player may want to pick New York in the Imperial Age.
Regarding military, in addition to the Military Wagon, Tammany Festival allows the player to research Cree Tanning, which improves infantry and cavalry. This federal card also enables the player to train Cree Trackers, which are infantry. The Philadelphia Convention federal card enables 1st Pennsylvania Rifles and Pennsylvania Cavalry technologies at the Meeting House, enabling the player to muster Sharpshooters and Carbine Cavalry fast with these two technologies.

- Capitalism: The trickle stacks up with the trickle given by Pennsylvania Pound.
- Long Rifles: State Militia and Minutemen get +4 range and Line of Sight; Sharpshooters available from the Commerce Age.
- Continental Rangers: Rifle Infantry get +15% hit points and attack. Sharpshooters and Cree TRackers are Rifle Infantry.
- Buffalo Soldiers: Carbine Cavalry get +15% attack and +10% ranged resistance.
- United States Marines: Upgrades Minutemen into Marines with +1,000% siege attack, +2.0ร multiplier against artillery, +3.0ร multiplier against ships, and a long-ranged anti-ship attack; +8 Line of Sight. Minuteman and Marines benefits from Cree Tanning, so this shipment makes a good combination.
- 1st Michigan Volunteer Sharpshooters: Ships 8 Sharpshooters and Cree Trackers; Cree Trackers are upgraded to Champion (if not already) and get the Eagle Eye charged ability.
- United States Army: The General, Minutemen, and heavy infantry get +15% hit points and attack. This stacks with Cree Tanning.
- Arkansas Post: The player may want more native alliances if picking Pennsylvania, and this shipment helps with that, as it gives two Trading Post Wagons.
- Springfield Armory: The technologies enabled at the Arsenal will help all United States units. Arsenal technologies with this shipment become free, but take 2.5 times longer to be researched.
- Native Lore: Native technologies cost no coin. Applies to Cree Tanning, Cree Kinship, and Cree Textile Craftsmanship.
- Indian Friendship: Each different allied native tribe sends a large shipment of their respective native warriors; Native warrior train time -10%; Native warrior shipments arrive twice as fast.
- Blood Brothers: Upgrades native warriors to Elite/Disciplined and Champion/Honored (if not already).
- Native Treaties: Each different allied native tribe sends a shipment of their respective native warriors.
- Pioneers: Villagers get +65% hit points. Cree Coureur des Bois benefits from this.
- Improved Buildings:Buildings get +40% hit points. Synergizes with Cree Textile Craftsmanship.
- Kosciuszko Fortifications: Forts cost -50% and build time -50%; Fort build limit +2. This stacks with Cree Textile Craftsmanship.
- Shotgun Messengers: Trading Posts get +12 Line of Sight and the Shotgun Messengers charged ability. Useful for securing native alliances.
- Virginia General Assembly: Ships 1 State Capitol Wagon; The next technology researched at the State Capitol (except Spies and Blockade) is free; State Capitol build limit +1. Some technologies at the State Capitol benefit buildings and stack with Cree Textile Craftsmanship.
- Stonemasons: Villagers build buildings 65% faster. Stacks with Cree Textile Craftsmanship.
- Land Grab: Mills, Livestock Pens, and Estates cost -40% and build time -75%. Stacks with Cree Textile Craftsmanship.
- Any resource gathering improvements for villagers, especially coin gathering improvements: These improve the Cree Coureur des Bois. Also, the player may want to circumvent the coin gathering penalty of Pennsylvania Pound. Some Federal states have Federal cards that improve Villager gathering rates.
- Dutch Immigrants: Ships 1 Bank Wagon; Villagers gather from mines 5% faster; Mines last 10% longer; Bank Wagon can be trained at the State Capitol. The Bank coin trickle stacks with the coin trickle of Pennsylvania Pound.
- French Immigrants: Ships 3 Coureur des Bois; Villagers get +35% hit points, +100% ranged attack, +0.5 speed, and now resist ranged attacks.
- Chinese Immigrants: Ships 1 Trading Post Rickshaw; Trading Posts get +40% hit points and can use a special version of Levy which levies Trading Post Rickshaws for free. Highly useful for getting control of more Native Settlements.
- Legion cards: The units enabled benefit from Cree Tanning.
- Seminole Scouts, Navajo Scouts and Apache Scouts: As these are native units, they will be affected by the same upgrades and shipments that benefit Cree Trackers.
- Indiana Mobilization (Indiana): Ships 1 Carbine Cavalry for every shipment that has been sent by the player, including this one; Unit train time and technology research time -10%.
- Kentucky Hunters (Kentucky): Ships 2 Sharpshooters for every shipment that has been sent by the player, including this one.
- Overmountain Settlers (Tennessee): Villagers get +12 ranged attack; Natural resources last 25% longer.
- Bear Flag Revolt (California): Turns all Villagers into Californios; Replaces the General's Inspiring Flag ability with Inspiring Bear Flag. Cree Coureur des Bois count for this.
- TEAM Ohio Supply Network (Ohio): Trade Routes generate +100% resources; Native settlements give a trickle of 1 XP.
- Connecticut Shipwrights (Connecticut): Building build time -25%. This stacks with Cree Textile Craftsmanship.
- Seminole Ponies (Florida): Heavy Cavalry get +15% hit points and +5% speed; Cavalry train time -10%. Stacks with Cree Tanning for these units.
