The effect of Paper Money logically increases with the number of allies the player has as every ally receives the gold. For example, a team with three players earns 1,500 gold in exchange for 500 food and 300 wood, which is a great boost.
Still, it can be usable even if the player has no allies at all, if gold has run out on the map. Then, Paper Money can be considered to research for a player without any allies. Comparatively, in single games, Paper Money should be researched after the Market interchange has topped or is next to top the lowest selling price for food and wood.
