The Repentant Thuggee and Marathan Thuggee are Indian rifle-wielding mercenary units that have a good ranged attack. They are better versions of the Renegado. The attack exceeds almost any standard and most upgraded ranged units attack (45 ranged damage) by a great margin, and they can really deal damaging blows to most infantry.
The Thuggee's main weakness is its high population cost, which reduces the total army size.
The Indians have the "TEAM Recruit Maratha +10 Thuggee" Home City Card, which ships 4 Marathan Catamarans with 10 Thuggees in it (2 Thuggees in 2 Catamarans and 3 Thuggees in the other 2 Catamarans) for the entire team.
The Lakota can get Thuggees through the "Outlaw Band" and "Bandit Gang" cards, which are included in the pool of random outlaws shipped.

The Delinquent Thuggee is the treasure guardian version of the Thuggee. It yields more hit points and speed than their mercenary counterpart, but deal less damage and lack the bonus damage against heavy infantry, light ranged cavalry, and cavalry. Nonetheless, it is recommended to tame Delinquent Thuggees rather than attack it, as it may take a long time to defeat it.
Delinquent Thuggees can be found guarding treasure in maps such as Indochina, Deccan, and Borneo.
Thuggees have a ×0.75 melee multiplier vs. hand shock infantry, ×2.0 ranged multiplier against light cavalry and ranged shock infantry, and ×0.75 against cavalry and hand shock infantry.
With a later update, Delinquent Thuggees have 20 Line of Sight and give 30 XP when killed.
With update 13.58326, Thuggees have a ×0.75 melee multiplier vs. shock infantry, ×2.5 ranged multiplier against light cavalry and ranged shock infantry, ×0.6 vs. cavalry and ×0.5 vs. shock infantry.
The thuggee was a cult of Indian robbers and murderers operating primarily between the seventeenth and nineteenth centuries. The members were called "thugs," the root of the English word with the same meaning. Traveling in bands of twenty to one hundred men, they befriended wealthy travelers, waited for the right opportunity to strike, and then killed one or more victims before looting the corpses.
The thuggee were considered a cult because while their members were both Hindu and Muslim, they took the Hindu goddess of Khali[sic] as their patron and committed murders as acts of worship. It is said that the thuggee used a yellow scarf, or Rumaal (a symbol of Kali), to strangle their victims.
Most groups of thuggee were eradicated during the British occupation of India in the nineteenth century, yet the cult remains mysterious to this day. It is said to have been responsible for many deaths, the estimated number ranging from 50,000 to 2,000,000 people.

The Thuggee was originally intended to have an area of 1 on ranged attacks as well, and serve loosely as a mercenary version of the Abus Gunner. This is evidenced by the fact they have an area damage cap in the game files. However, the Cannoneer added in The African Royals fulfills the role of being the mercenary version of the Abus Gunner.
In the game files, the Thuggee and Mahout Lancer use the same audio files, but instead of being shared files like other unit dialogues, they are duplicated and renamed. A similar case happens with the Gurkha and Siege Elephant.
