The Kallanka not only functions as a building to train basic military units, but it also has three additional uses.
Firstly, it may be used as a sort of Outpost to look out for any coming enemy units, keeping troops inside to wait for enemies to strike. When they do attack, or if the enemy units are weaker, the player may bring out the garrisoned units to wipe them out. Secondly, the player can also use the Kallanka to launch raids into weaker enemy settlements in hit-and-run attacks; and thirdly, the player can use the Kallanka to keep reserve units (preferrably infantry, since any unit garrisoned inside will only open up 1 population slot) to replace any current ones.
Originally, Kallankas have a build limit of 3 and give 30 XP when built, 60 XP when destroyed. With update 9476, they have a build limit of 4 and give 60 XP when built, 120 XP when destroyed.
With update 20322, the Kallanka supports 10 population, similar to a House.

The Inca Empire dominated the Andean region not just through remarkable administration and military logistics, but also with a series of extensive strongholds, often situated on mountains or other strategically important locations. Combinations of stone walls, ramparts, and earthworks formed defensible positions from which the Inca could control the surrounding territory.
Strongholds such as Saqsahuaman, Macchu[sic] Picchu, and Ollantaytambo played a critical role in the deadly conflict between the Spanish and the Inca, frustrating attempts by the former to conquer Inca land and the latter to retake it. Despite superior Spanish technology, the firm earthworks and stone ramparts provided a surprisingly staunch resistance against assaults, while defenders used the surrounding terrain to great effect in hampering hostile advances.
