Allows you to support 100 population without the need for Houses or Town Centers (total population is not increased).
—In-game description

Immigrants is a technology in Age of Empires III that can be researched at the Capitol by European civilizations or the Town Center once the Imperial Age is reached by Native American and Asian civilizations. Once researched, it grants 100 population without the need to build additional Houses/Manors, Longhouses, Villages or Shrines, although the maximum population limit is not increased.

Immigrants is not available to the Sioux since they have 200 population available from the start as their civilization bonus.

Strategy

Immigrants can synergize extremely well with China's TEAM Provincial Administration Home City Card; fewer Villages will be required prior to the Imperial Age, and then even fewer once Immigrants is researched.

The Spanish can support almost their entire population with a single Town Center with the Colonial Estancias Home City Card and Immigrants, only being 30 population short. Furthermore, Colonial Estancias will negate the need for Immigrants altogether if the player have two Town Centers and six Houses or three Town Centers, even if they lose all other Houses in an attack. This can be used to create chokepoints with Spanish houses, cause enemy runaround, or slow down attacking armies who believe they are damaging the Spanish player's population cap, and is especially effective against the AI.
