Garland Wars is a Technology unique to the Aztecs that can be researched at the Castle. Once researched, this technology will increase Infantry attack by +4, making their infantry the most lethal in the game. This upgrade, coupled with Jaguar Warriors, which in many cases, can more than make up for their civilization's lack of cavalry units and can make even the Eagle Warrior a fairly adequate combatant.
Historical
When the normal competition between cities and states did not produce enough sacrificial victims for rituals, the Aztecs and their neighbors organized garland or flower wars for the purpose of increasing supply. The warriors of these societies went off to these wars with enthusiasm, knowing this was their opportunity to win glory and status. (from Age of Empires 2: The Conquerors game manual)
