Exploration Fleet is a Consulate technology in Age of Empires III: The Asian Dynasties that can be researched by Indians and Japanese if they choose the Portuguese as their ally once the Fortress Age is reached. It ships a Caravel with three Petards in it.

The Caravel can play various roles, such as scouting, fishing, and harassing Fishing Boats, but most important of all, it can be used to sneak the Petards to a spot behind the enemy lines (just beware of shore defenses), and after the Petards disembark, they can be ordered to attack buildings of the player's choice.
