Estado de México is an Imperial Age Federal State in Age of Empires III: Definitive Edition, available to the Mexicans. As soon as the player advances to the Imperial Age by choosing Estado de México, they will receive an additional Home City shipment and the following Home City Cards will be added into the Mexican player's deck:

Estado de México is an example of quality over quantity. For players that want a final decisive attack with quality units with full improvements but do not need to revolt, Estado de México is the option for the Mexicans. Estado de Mexico is the Imperial Age polar opposite to Jalisco, as it is a federal state that focuses solely on military. The main advantage Estado de Mexico has over revolting is that the player can upgrade their units to Imperial while all of them will be improved with the National Servant federal card. Upgrading the units to Imperial with either Texas or California requires the player to send an specific shipment to enable some, but not all, of the Imperial upgrades.
Estado de México allows the player to send the Army of the Three Guarantees, which is a massive and powerful army that requires three shipments instead of one. Estado de Mexico gives the player one shipment when aging up, so the player just needs two of these for using this federal card. This card should be used when the player is near the population limit (like 199 or 198 population), as the player can surpass the population limit by a lot with a powerful army. The Army of the Three Guarantees is the reason a player will require ways to accelerate experience gathering if picking this Federal State. Querétaro with Arteaga Reforms will make Estado de Mexico give two shipments instead of one. Using Arteaga Reforms with this Federal state it is basically paying a shipment for getting the same shipment back with just the advantage of being able to research an Imperial Barracks upgrade for free (if the previous upgrades have been researched).
National Servant makes Estado de México a flexible pick, as it benefits all units, so any army composition with the Mexicans will be improved. This federal card also fits nicely in a deck with improvements for healing units, and that benefits the Padre. Estado de Mexico may be also a great final pick on a naval map, as National Servant improves the navy.

- 3 Trading Post Wagons, Infinite 3 Trading Post Wagons (Baja California), Advanced Trading Post, Cathedral Construction, TEAM Nuevo México Territory, Coach Guns (Baja California), TEAM Trickle Economics (Baja California), Our Lady of the Assumption (Central America), Colegio de San Nicolás (Michoacán), Arteaga Reforms (Querétaro), Pánuco Waterway (Tamaulipas), Our Lady of the Light (Guanajuato): The player will need 3 shipments for getting the Army of the Three Guarantees, so they should have cards in the deck that allow faster experience-gathering in some form, or cards that save shipments in some way.
- Comandante: The General and Padre get +50% hit points and attack, and their Saber Strike ability is immediately available.
- Refurbished Firearms and Bustamante (San Luis Potosí): For more focus on Soldados.
- Machetes and Reservistas: For more focus on Insurgentes.
- Cavalry Combat: Cavalry get +15% hit points and attack.
- Caballeros: Lancers get +1 melee range and +1.0× multiplier against infantry.
- Observers, Ambuscade and Guerrilla Tactics: For more focus on Salteadores.
- Queen's Dragoons: Dragoons get +10% attack.
- Man of Destiny: The General can receive Home City shipments, train Soldados, and act like an Inspired Flag (does not stack with one). With this, the player may get the Army of the Three Guarantees at the frontline.
- Plan of Tacubaya: Turns all Soldados into Dragoons; Dragoons get +10% hit points.
- Plan of Casa Mata: Turns all Dragoons into Chinacos; Melee cavalry get +5% speed.
- Plan of Veracruz: Turns all Outposts into Falconets; Upgrades Falconets to Field Guns (if not already); Artillery get +4 LOS.
- Plan of Ayutla: Turns all Insurgentes into Revolutionaries.
- Plan of Tuxtepec: Turns all Salteadores into Soldados; Musket Infantry get +1 LOS and range.
- Plan of Miramare: Turns all Salteadores into Voltigeur Skirmishers; Rifle Infantry get +2 LOS and range.
- TEAM Mariachi: For the next 30 seconds, military buildings have their work rate increased by 400% and units have their speed increased by 10%
- Pioneers: Villagers get +65% hit points; National Servant also benefits Villagers. Can be obtained from the base deck or through the Central America revolution.
- Land of Hidalgo: Grants Cry of Dolores; The Padre gets +2 LOS and healing range, his Cry of Dolores ability now applies to Inspiring Flags and the Cathedral as well, and its AOE and healing rate are doubled.
- Advanced Arsenal: This is needed to get the most out of all military units.
- Plan of Iguala: First Guarantee benefits the Padre, Second Guarantee benefits Soldados.
- Assassins: Upgrades Spies to Assassins with +100% attack and +5.0× multiplier against Heroes and Mercenaries. Can be obtained from the base deck or from the Central America revolution.
- Liberation March: Infantry, cavalry, and Shock Infantry get +5% speed and -35% train time.
- Seven Laws: All Mexican unique units and buildings' train/build bounty +50% as long as at least one of each had been trained at any point in the game.
- Niños Héroes: A Militiaman is spawned when the General and Padre falls.
- Improved Warships and European Cannons: These are needed if playing on a naval map.
- Criollos: Ships 9 Spanish Musketeers and allows them to be trained at Forts. This unit will benefit from National Servant.
- Tulancingo Cuirassiers: Ships 6 Gendarme Cuirassiers and allows them to be trained at Forts. This unit will benefit from National Servant.
- Spanish Sympathizers: Ships 15 Garrochista Lancers and allows them to be trained at Forts. This unit will benefit from National Servant.
- Mexican Standoff and Outlaw Combat (Baja California): For more focus on Outlaws.
- Land of Walker (Baja California): Inspiring Flags can be deployed anywhere and also reduce the cooldown of charged abilities.
- Bad Boys (Baja California): Gunslingers, Cowboys, and Owlhoots replace Desperados, Cuatreros, and Bandidos, respectively, at the Saloon. These units will benefit from National Servant.
- Tlaxcala Alliance (Tlaxcala): Conquistador, Smokeless Powder, Tlaxcaltec Initiation available at Native Embassy; Aztec Scouting/Raiding/War Party available at Town Center. The units enabled benefit from National Servant, Smokeless Powder benefits gunpowder infantry, artillery, and gunpowder cavalry. Tlaxcala Initiation benefits the Padre.
- Aztec Pueblos: Champion Aztec Jaguar Warriors and Eagle Warriors available at Native Embassy. The units enabled benefit from National Servant.
