The Council Hall is a military landmark available to the English in Age of Empires IV in the Dark Age. It acts as an Archery Range with all units and technologies for the English. It also works 100% faster.

The landmark replaces two Archery Ranges, which saves 300 wood in upfront cost and approximately 40 wood worth of construction time. This leads to it being worth about 340 wood.
The landmark is especially useful in maintaining momentum, as it means the production of Longbowmen can happen faster.
The landmark synergizes well with the Network of Castles civilization bonus.[1] This is because it saves a lot of wood, and building Outposts for the bonus requires a lot of wood in the early game.
Notably, Longbowmen cost almost as much as Outposts, meaning the Network of Castles bonus pays for itself even at relatively low numbers, with only 10 Longbowmen resulting in an Outpost having an approximately equal damage output increase value as adding in more Longbowmen including construction time.
Garrisoning Longbowmen is a way to avoid taking extra bonus damage from their counters, so the Longbowmen heavy play this landmark encourages incentivizes players to build Outposts and get Siege Engineering earlier than they otherwise would.
