Conscription is a technology in Age of Empires III that can be researched at the Town Center by European civilizations as well as Outposts, Blockhouses, and Forts by the United States in the Definitive Edition. Once researched, 15 Militiamen (16 Minutemen for the United States, 12 Bashibozuks for the Ottomans) spawn at the corresponding building.
Unlike other technologies, Conscription is available at every corresponding building the player has, but can only be researched once as with other technologies. The United States, however, can research Conscription with cooldown of 160 seconds that is shared across all structures with Patrol or Conscription.
The United States need to send the "Minuteman Companies" Home City Card, which upgrades Levy to Conscription.
For the Ottomans, this technology is called "City Defense" and requires the "City Defense" Home City Card to unlock.
The Mexicans cannot use Conscription, since they do not have the corresponding Home City Card to unlock this technology.
