Coahuila is a Fortress Age Federal State in Age of Empires III: Definitive Edition, available to the Mexicans. As soon as the player advances to the Fortress Age by choosing Coahuila, 500 wood appears at the Home City shipment point and the following Home City Cards will be added into the Mexican player's deck:

Coahuila is a federal state that focuses on unit production, which is reflected in both of their Federal Cards. Coahuila also ships 500 wood, which can be used for buildings, navy, technologies, or artillery.
Coahuila may be preferred if the player needs to boom the economy in the middle game, as Empresarios makes Haciendas spam Settlers faster. This makes Coahuila also a good federal state if the player is going to revolt with Fortress or Industrial Age revolutions, as it will help to reboom. The Fortress Age revolutions (Rio Grande and Yucatán) are the most favored, as they can only produce villagers at haciendas. The Empresarios federal card also makes Coahuila a good follow-up state for almost all Commerce age Federal States except Michoacán, as this shipment makes a good combo with all Hacienda-related shipments from Commerce Age Federal States.
Land of Zaragoza allows the inspiring flag to boost military production of nearby military buildings. While this effect is focalized to just the area of the Inspiring Flag, it does help to mass an army for offensive or defensive purposes. It also reduces the cooldown of the Inspiring Flag ability, which makes great synergy with other Inspiring Flag shipments, as this allows it to use the Inspiring Flag more often.

May help for a better Hacienda boom with Coahuila Empresarios.
- Mexican Mint, Rum Distillery, Cigar Roller, Textile Mill, Jalapeno Peppers, Habanero Peppers, Refrigeration, Sustainable Agriculture, Tonalá Ceramics (Jalisco) Zapotec Valley (Oaxaca and because Zapotec Food of the Gods), Maya Ceramics (Maya) and Food Silos (Maya and Yucatán): Once the player has spawned Settlers with the aid of Empresarios, they may want to make them produce coin and food faster.
- Huipils (Maya) Existing and new Town Centers and Haciendas muster 3 Villagers, which will wait in queue if the player is at the Villager build limit. It allows for a faster rebooming with the help of Empresarios.
- Solís Shredders (Yucatán): Haciendas can be toggled to allow villagers to gather wood from them. Useful for an Hacienda boom with Empresarios.
- Amparo (Yucatán) Settler train/spawn time -25%, it stacks with Empresarios.
- Tlaxcala Textiles (Tlaxcala): Ships 2 Settlers; Each new and existing Haciendas spawns 2 Settlers. Useful for a fast boom in combination with Empresarios or for a faster rebooming after revolting and in combination with Empresarios.
- Reservistas: Insurgentes train time -20%. Stacks with the Inspiring Flag ability given by Land of Zaragoza.
- Advanced Artillery: Mortars and Horse Artillery can be trained in the Fortress Age. With an Inspiring Flag with Land of Zaragoza they will be produced faster.
- TEAM Mariachi: For the next 30 seconds, military buildings have their work rate increased by 400%, This speed will be a bit faster for military buildings near the Inspiring Flag with Land of Zaragoza.
- Banderas Monumentales: Inspiring Flags' AOE and Line of Sight are improved to the largest, which is a useful combination for Land of Zaragoza.
- Chimayo Genizarios: Native warrior train time -10%. The effect stacks with the Inspiring Flag ability given by Land of Zaragoza, but it also requires Advanced Trading Posts in case these native units are produced at a native settlement.
- Land of Hidalgo: Grants Cry of Dolores; The Padre gets +2 Line of Sight and healing range, and his Cry of Dolores ability now applies to Inspiring Flags, which can be convenient if used in combination with Land of Zaragoza when using the Inspiring flag for defense.

- Criollos, Tulancingo Cuirassiers and Spanish Sympathizers: The units allowed can be trained at Fort,s which are military buildings that benefit from Land of Zaragoza.
- Cantinas: Upgrades the Saloon to the Cantina, which can train Ronin.
- Russian-American Company (California): Ships 1 Fort Wagon and 2 Blockhouse Wagons. Both are military buildings that can train units, so Land of Zaragoza benefits them.
- Bear Flag Revolt (California): It replaces the basic Inspiring Flag ability with the Bear Flag ability, but not the Land of Zaragoza ability.
- Pok Ta Pok (Maya): Infantry get -10% train time, which stacks with the Land of Zaragoza Inspiring Flag ablity.
- Land of Canales (Rio Grande): Inspiring Flags also increase the speed of units by 15%. In combination with Land of Zaragoza, this allow Inspiring flags to spam and move troops fast.
- Bastimento: Infantry train time -25%; Revolutionary train time -50%. This stacks with Land of Zaragoza with an Inspiring Flag nearby.
- Texan Forts (Texas): Forts spawn units in batches instead of training them. This ability is affected by Inspiring Flags with Land of Zaragoza.
- Land of Burnet (Texas): Inspiring Flags get +70 AOE and also increase the hit points of units by 10%. If the player controls a large terrain with a lot of military buildings, this can make a great combination with Land of Zaragoza.
- Yucatecan: Inspiring Flags can be placed anywhere and also increases the gather rate of villagers by 15%. Useful with Land of Zaragoza if the player controls an area in which there are military units and economic buildings, Yucatecan also synergize with Empresarios, as the fast Settler production from the Haciendas allows the player to also put those Settlers to work directly on the Hacienda.
- Independence Hero (Guerrero): Ships a second General with its own Inspiring flag ability.
- Land of Juarez (Oaxaca): Inspiring Flags' AOE and Line of Sight increased to 70, and increases the attack of units and buildings by 15%.
- Veracruz National Guard (Veracruz): Fort work rate +200%. This further increases with an Inspiring Flag with Land of Zaragoza.
- Cinco de Mayo (Puebla): Forts increase the hit points and attack of friendly infantry and cavalry in an AOE of 26 around them by 25%. This synergizes with Land of Zaragoza, because the Inspiring flag will allow the fort to produce these units faster. It makes a good defensive combination.
