Civilian units are units which do not perform military duties. They mostly collect resources and contribute to economy. When referring to Civilian units, Land Civilian units are usually meant. Civilian ships are explicitly mentioned. Nonetheless, all civilian units in the series are mentioned below.
In Age of Empires II, the cost of Spies is the number of enemy civilian units x 200 gold, not just Villagers (which are the only ones mentioned in-game tooltip).

The cost of the technology Spies depends on the total number of enemy (and non-locked team allied) civilian units, except Kings. In the Definitive Edition, since update 81058, a new option is added to the settings under the Game tab, where the player can enable "Idle Pointers" which changes the sprites of idle civilian units (excluding Kings) by adding a glaring exclamation mark on top. This can be toggled on or off in active games.
