P.S : I always assume that having the least number of weaknesses to Cataphracts has forced Age of Empires II game creators to reduce down their attack damage and Hit points. Because, if a Cataphract had more HP and attack like a Paladin, with their Trample Damage Property and heavy attack bonus vs infantry, it would be an invincible unit and more than that, a highly unnatural force.

Though Halberdiers do not deal as much bonus damage to Cataphracts as they do to Paladins, Halberdiers are still a moderately good choice to counter Cataphracts and it is always advisable to send large groups of them against Cataphracts, since it is so that Cataphracts have a very high damage bonus against all kinds of infantry and so, the Halberdier. The groups of Halberdiers should be managed carefully since sending them into battle sporadically and sparsely would lead to little or no effect against the Cataphracts. While dueling, each hit of a Cataphract deals a damage of as much as 30 HP to a Halberdier.
