Arrow Volley is a unique technology in Age of Empires IV available to the English that can be researched at the Archery Range in the Imperial Age. Once researched, Longbowmen and Wynguard Rangers gain the Arrow Volley ability,
Arrow Volley (Active): Reduce the attack time of user for a duration of 6 seconds. The exact amount is inconsistent and depends on other bonuses that have stacked. With no other enhancements, a Longbowman's attack speed will decrease by 1 second, from 1.62s to 0.62s (~62% decrease), as described in the tooltip. However, with the Network of Castles bonus, the attack time decreases from 1.37s to 0.6s (~56% decrease) and with the Network of Citadels bonus, it decreases from 1.29s to 0.46s (~64% decrease). The ability has a cooldown of 45 seconds, and the cooldown is independent for each unit.
Arrow Volley is also granted for free to Mercenary Longbowmen for the Byzantines when they advance to the Imperial Age with the Foreign Engineering Company.
